Sakichi Toyoda, the founder of Toyota asks:

He developed the Five Whys Technique in the 1930's and it has proven useful ever since.

While it may apply in many instances, it was designed to get at the root of very real problems that and to find an actionable solution (or "counter-measure" - an action or set of actions that seeks to prevent the problem from arising again).

If it seems painful to ask 'Why?' again and again then you starting to do the real work! Often we want to ignore the deeper causes and get working on addressing the symptoms.
